To add to what Babou said, PMBOK Guide 4 says that both OPAs and EEFs should be considered in all project management processes, even for processes which don't have OPAs and EEFs listed as inputs explicitly.
As per my knowledge, Environmental means natural / Surrounding etc therefore EEF means external/internal factors that will impact project success positively or negatively
but all should be considered
Assets means something you already have in possession and that is usually going to help you for project success
So major difference could be EEF - can sometimes help or it can hurt too
OPA - will always support the project

Basically OPA (Organizational Process Assets) is your past project documents that explain the process followed and the results achieved
whereas EEF are those factors (internal or external) that affect execution of your project.
Both OPA and EEF influence & affect the project success.
