Important: Changes to PMI Certification Rescheduling Policy
Effective 1 April 2012, you will be charged a fee of US$70 if you reschedule or cancel any PMI certification exam within 30 days of the appointment.

I think thats a good move:
1) It discourages procrastination by candidates
2) It encourages them to honor their own schedules and take their exams seriously (after all we are project managers, isn't it..)
3) It allows genuinely prepared candidates to book an exam slot easily .. and appear at their test center of choice.
4) It will minimize the logistics night-mares on the test center side and PMI side
5) Initially, REPs might see a decrease in attendance for their PMI exam courses.

Very positive thinking. I agree with most of your points. But how do you think it will decrease the attendance initially?

To clarify your doubt, REPs usually advise their students to attempt the PMP exam within 3 weeks or less after the training ends. So if candidates take that advice seriously, they must be well prepared (self study) even before the training. As that will give them confidence to schedule the exam and stick to it. I am sure that many find it tough to push themselves to turn page 1 in self study. Hence I believe candidates think twice before enrolling for REPs' PMP training courses.
