As communication management plan(describes communication needs) is subsidiary plan of Project management plan, I believe project plan is correct answer.

And what is the reasoning by the way for Scope Stmnt? Is it because PSS contains all assumptions and constraints on a project that needs to be constantly reminded to the SHs? is this the reason. CMP is a subsidiary plan of the PMP, so I thought Project Plan is the right answer.
